1-Theme supports Cyrillic symbols by using the UTF-8 charset. The changes you need to make now is in the server. you need to make the server send out appropriate charset information. Contact your host about it.
2-In file includes/view/page_header.php i edited this line(81):
<h1><?php echo __('Blog', 'the-simple') ?></h1>
<h1><?php echo esc_html($title) ?></h1>
3-This is a wordpress feature. I suggest you use the recommended plugin (in the other ticket). To custom order the posts (by drag-and-drop).
1-I increased the text limit in file vc_templates/latest_blog.php. I edited this line:
$output .= simple_text_limit(get_the_content(), 42);

2-By default 404 page text is stripped out of html tags in order to protect it more. To make html recognizable, i removed this function from file 404.php:

I tested the action on my side and did not get that result..
However, this is getting out of support expertise. I have reported this situation to the developer. We have added it to our to-do list for next theme update. For now, please use the allowed number of words where this does not happen.

We will check if there is an issue. Anyway you can add the code into header.php. Normally i recommend you to create a child theme so you haven’t to replace the header.php file anytime you download a new update of the theme.
